COSEM, the cooperative of the Singapore Civil Defence Force (SCDF), specialises in the provision of services, consultancy and training in emergency preparedness, response and recovery. 

Recognized for its expertise, COSEM’s global footprint spans across the globe, particularly in Asia-Pacific and the Middle East.

COSEM leverages a team of current and former SCDF personnel to provide comprehensive consultancy services. In close collaboration with the Civil Defence Academy of SCDF, COSEM also offers specialised training in firefighting, hazmat control, and urban search & rescue to participants worldwide. 

In addition, COSEM has supported the UAE Civil Defence Academy since 2011 in developing and conducting firefighting and rescue courses as well as earning international recognition for its initiatives, such as NFPA and IFSAC accreditations.

Alongside the provision of consultancy and training services, COSEM has expertise in designing and installing fire, rescue, and hazmat training simulators. Notably, COSEM developed fire and rescue training simulators for the UAE Civil Defence Academy in 2010 and has since worked with organisations like the Jakarta Fire Department and Pasig City DRRMO.
